There are several good ideas in this piece but none are developed - they are just stated and stopped. You have recognized the problem yourself. With some repetition and variation/development of each idea, and then some transition passages to link these ideas up, you would have an excellent composition of several minutes.
These ideas are quite musical and well worth developing into a longer smoother piece.
