I will dissagree with fox, slightly.
Sibelius (and Finale) are mainly notation programs, even if they are turning towards sequencing. All the demos in the EW pages are made with SEQUENCERS and I've not heard anyone with serious samples, to stick to notation only!
Sorry, but notation software is for notation and sequencers for sequencing
