No - a chaconne is a piece with variations on a chord progression, not a bassline. The latter would be a passcagglia.

Writing a chaconne will only work if you have an interesting harmonic progression that you would like to repeat over and over again. Then add voices and melodies on top, developing them and working with the harmonies underneath to create a unified piece.
