What you're basically calling it is "Fanfare in lively". Not the goodest grammar, eh?

At measure 12, the horn comes in in octaves with the trombone.. it sounds weak. particularly since the subsequant trumpet entrance is SO great with those full chords.
What doesn't help that horn part is that on the last beat of measure 12, you have it doubling the leading tone with the trombone, but then skipping aaway unresolved, in the next measure.

At measure 23, I'd multiply that great little leap effect in trumpet 1. Why not have the top three voices do it too? It gives beautiful upwards momentum to the phrase. At 25, you could have your trombone and tuba do an echo effect... why leave them out of the grand finale!!!
I don't follow when you say echo effect , do you mean echo the same measure prior to that?, and for the leap I just had the other two do a staccato quarter followed by a dotted half on the same note., and also for measure 12 I'm not sure what to do there my finale is being retarded so I can't really hear the horn.
