No. You could think of it as two measures of 3/8 together, if you want. But it's easier to read in 6/8, and it has that sort of feel. Could be written in 3/8, if you wanted.
I guess you could call it funny, though I think that pigeonholes it quite a bit. After the opening part in the major, I don't thnk it's funny at all. I suppose with a lot of changes it could be a character theme in a game or something. One of the light characters. It would have to stay with the idea of the first four measures.
I really don't understand 'technically chaos'. It is fairly steady and diatonic. It doesn't follow sonata form or whatever some people seem to feel is required of all music. I think it's a good piece because I was sort of humming bits of it before, and for a day or two after, I wrote it. Also, I feel an emotion listening to it. Not really sadness, just sympathy. Sympathy with myself, I guess?
To Alex_Pope: could you elaborate? Even if it's entirely negative. I would like that.
