Bach Partita no. 3 in E for solo violin, BWV 1006. Preludio.

I'm hoping to get some opinions on performance practices of this movement (I'm not a violinist BTW). I think in virtually every recording I've heard there is a disturbing effect of accent switching in bars 18-28 and 68-78 from the first note in a group of sixteenth notes to the fourth (incidentally lowest note within the group). Please comment!
