Read the rules, bud. You have to submit in MIDI format (Which means midi compatible) unless you put in PDF and MP3.

* The piece must be normal notation, in other words the judge's notation software must be able to play it, please submit in midi format (you may also include a .pdf score for easy to read variations and score notes like dynamics and such.)

Yeh, I'll have a go.

Are there any rules over length, number of movements etc?

What if we delete one of the staves? Like, use only treble clef Marimba. That's not unreasonable, right?

Actually, no, but if you want your piece graded well, I would show that you put a substantial amount of work into it. If it is 30 seconds, I am not even going to listen to the piece because I am sure that it could not have stated a theme or done anything with it in that short amount of time. So, be prepared for what you want to accomplish, but don't make it 4 hours... none of us judges want to listen to an entire symphony. lol.

Ummm... I GUESS that is O.K., but you may ONLY have one staff open at a time. In other words, do not switch from treble staff xylophone and bass staff vibraphone to Grand Staff Marimba. See what I mean? (Cause you CAN do instrument changes)

Hell, I might actually do this one. Seems open-ended enough for me. Sign me up...no promises though.
