In that piece, Cage was doing something new, which is applauded in most musical fields. He did something people hadn't done like that before, and advanced the ideas of avant-garde music, even if there was no performed music in the piece.
Remember that in making 4'33", Cage meant to have people focus on the sounds that were happening during the time the piece was being "performed." To suggest that people should just kind of "stop and smell the roses," appreciate real-life sounds, that kind of thing, I think that really is art.

Worry about fixing the errors in your own music before laying into things you don't understand.
