I'm inclined to believe that monthly competitions would be more doable without official judgings. Perhaps pitting submissions up against the public vote would work? Problems might then arise if a large number of would-be voters are in fact competitors, though... I suppose an alternative might be to ask the reviewers to decide which one they think is best, or enlist just one or two judges.

A poll should work rather nicely. It shows who is voting for whom, so if we spot any composer voting for himself, we could simply disqualify the vote. How's that sound?
