The citation of parts is legal, and not dependant of the approval of author and not dependant on a fee. The requirement is that the work has been deployed public and that the use is educational or scientific. (we could say that I'm educating someone about Hamauzu!).
The allowed size of the citation: using full part of poetry out of an album, a part of a musical composition to clarify the characteristics of a work of a composer are legal. With the citation you may not do damage to the moral rights of the composer.
What has been said here is applicable to plastic art, musical and choreography, not only literature. The citation may be done on book, film, radio, mp3...
They don't say what the size is of the short fragment. So I can let you hear half of the song.
Very important too:
The distribution of music is legal and the author can't prohibit this when the reproduction to the public is with the goal of information, of short fragments out of works. (also musical)
