This is what my book says:

If a work has been deployed publically, the author can't decline:

- The reproduction of articles or works of graphical art or short fragments out of works on paper or a similar portable object (eg transparants) with every photographical technique or others, only when reproduction is for illustration in educational or scientific research and doesn't do wrong to the exploitation of the work. Citation is needed.

(I don't know if "Music" is applicable here... I'm pretty sure it does)

- The use of music and graphical works in private!!! But the author has the right for a fee. (maybe you can say people on this site are all private users to this person Anders who has payed the fee for the work of Hamauzu, we're all friends!!!)

So the proof is here. If Anders has paid for that music and we are his friends, then he can post the whole song!

Oh here it is I found it!!! => citational rights.

The citation of parts is legal, and not dependant of the approval of author and not dependant on a fee. The requirement is that the work has been deployed public and that the use is educational or scientific. (we could say that I'm educating someone about Hamauzu!).

The allowed size of the citation: using full part of poetry out of an album, a part of a musical composition to clarify the characteristics of a work of a composer are legal. With the citation you may not do damage to the moral rights of the composer.

What has been said here is applicable to plastic art, musical and choreography, not only literature. The citation may be done on book, film, radio, mp3...

They don't say what the size is of the short fragment. So I can let you hear half of the song.

Very important too:

The distribution of music is legal and the author can't prohibit this when the reproduction to the public is with the goal of information, of short fragments out of works. (also musical)

Unfortunately, since YC is subject to US law (since the server it runs off resides in the US), Dutch law is probably irrelevant.
