I suggest a large obvious link to the forum on the homepage, there doesn't seem to be one at present...

Well, the welcoming paragraph contains a link to it, the latest threads are displayed on the right hand side, there are two links to the registration form, and of course there's the Forum tab up at the top. I think it's advertised sufficiently.

Eh, that ain't a good sign. I've never had that problem, myself.

Maybe it's just my browser, but there's a little something bothering me. It's at the bottom of the page where it says "This page was last modified 23:11, 13 December 2007." and ect. Where it says "About Young Composers", thats is one link, three words, but it's split by a line break. Maybe we should put all those links, starting with "Privacy Policy" on a second line, force a line break there so it doesn't crop up in the middle of one of those links.

Yeah. When I found this site I wasn't sure what it was, since I am part of a large percentile of people who are too lazy to read paragraphs. It was until later when I somehow found this site again and realized that there was a forum tab I could click on. Even then it was kind of unclear to me, but I figured it out...

Add a large obvious link, do it.

I wouldn't disagree. It may need a button above the Latest Forum Threads area, something very direct.

Anyways... maybe it would be a good idea to add a direct link to the forum at the very bottom/end of the Welcome page so new members can head straight to the forums after reading everything.
