what's the loudest percussion instrument?

It depends on the effect you want.

The best thing is a combination of percussion instruments. Timpani+BD+Cymbals can produce a good sfz effect. Brake Drum+Snare Drum Rim Shot can also produce a jolting effect. China Cymbal+Almost Anything can be loud. So can a Tam-Tam/Timpani/BD combo.

If I had to guess about wooden plank, I would presume it to be a whip/slapstick.

The "Brake Drum" is something new to me.... I didn't know that thing.... where can I hear the sound of the Brake drum ?.... is it similar to the Anvil ?

As far as I know the Anvil can be any metal piece that produces a Metallic Strike Sound... (the Anvil of the Orchestra in my place is actually a Car Rhine) it doesn't have necessary to look like this:

Here's some virtuoso brake drum. I wouldn't watch the whole thing, but skip around, maybe minute by minute. As it goes on it gets slower and slower, so at the end you can here what individual blows sound like. Note that there are computer sounds in this piece as well, you're not hearing just brake drum.

The brake drum can be played with a variety of beaters. Usually drumsticks, but vibraphone mallets can be used for more eerie soft effects, brass mallets can be used for very loud harsh, bright accents, and in this case it would appear he's playing it using... triangle beaters? I'm not entirely sure.
