How do you decide on a chord progression?

I was writing for ages with my melody first and pretty much killed any counterpoint I would use. Under my lecturers suggestion I switched and I have no problems with making melodies which fit my chords. It's like the dam burst.

As to the OP's question, I work backwards. If I know where I want to end up by the cadance then work backwards then I seem to get a progession I am happy with quite easily. I also generally do my bass and top lines first and then fill in the middle.
