symphony no 4 voyage home

Hi all. I've started a new symphony and I am asking any of you out there how I can complete the chords in the first six or so bars, and make it sound more complete and/or orchestral.

well, to start, the orchestration is completely unbalanced.

I know this is a "draft" score, but, are there more than one of each woodwind?

You have 3 trumpets and 3 trombones "fanfare-ing" against the rest of the orchestra. That's a LOT of brass against very little anything else. Even the 2 horn parts, if that is only 2 horns, is insufficient.

I'm presuming that the motif in the flute and 1st violins is the "theme, so, it needs to be heavily doubled by other woodwinds, in multiple octaves.

Another bit of advice is: really, if you need advice from other people on something like this, I suggest that a smaller orchestral or instrumental piece might be a better idea than a full-blown symphony.
