When you export a midi file out of siblius it defaults to certain pan and volume settings which is really annoying because when I go into logic I have to use midi event editor to clean up every midi file I import, otherwise my volumes and pans would constantly default back to the settings that were exported from sibelius.

Anyone know if theres a place in sibelius that will allow me to export just the midi notes and not the pans, volumes etc.?

the midi must have those volume/pan instructions, in that case you can set those thing in sibelius before exporting,

Press M (to show Mixer) and check the volume and Pan of your tracks, if you want a more plain values disable the "live Playback", that may help

ya the problem is that when such values are written into the midi file, Logic or any other sequencer will read that midi data before it will read any automation or volume/pan data in the sequencer. In other words I can change the volume/pans all I want in logic but it will default back to the original settings once you start from the beginning of the sequence. It took hours of frustration for me to figure out what was even happening. Imagine setting pans and volumes for an entire orchestra only to have them instanly brought back to the sibelius settings. There should be a way to export without these settings, but i'm sure the developers of Sibelius never thought of doing that. Anyways, anyone else planning to export midi from sibelius should be aware of this, that you actually need to edit out that midi data before you start working in a sequencer. This can only be done in the midi event list.

No, no automation, automation are MIDI messages (which are the ones Logic is not reading well) in the Sibelius Mixer, you set the volume and Pan of each track.

For instance,

Flute vol: 120 (about 95%) pan: 0 (in the middle)

if the value in the mixer is vol:50 and you want vol:120, you must change that value in the mixer because if you write an automation or CC code with the "vol:120" but the mixer remains in vol:50 the volume will go back to 5o each time you stop the playback and will be imported in that way to the logic.

automations are applied only while playback in the bar we set up,

Check the values in the mixer and check for hidden sibelius texts containing CC codes.

if still doesn't work, ... that's matter of Logic, try saving in sibelius in "Midi Mode 0" "Midi Mode 1" etc, and see which one works better in the importing process.
