It depends what direction you're heading, but there's tons of ways to do this.

Things like MAX/MSP or PureData allow for serious flexability, but have a steep programming curve.

There's also a plethora of guitar effects softwares out there: Guitar Rig is a biggie. Essentially turning your laptop into a multieffects pedal.

There's literally thousands of VST effects and plugins you can use to effect your sound in real-time, you just need to find an interface that works for you.

Personally, I use AudioMulch as the central component for my live electronics setup. It has the intuitive graphical patching interface, and works perfectly as a host for VST effects.

There is plenty of such software. The problem is, adding effects in realtime is a tough process and the signal gets delayed (this is called 'latency'). If you need the results to be almost instantaneous, you will need a good PC and a good soundcard/audio interface.

Unfortunately, there's a steep learning curve when entering this world. Probably the best way to introduce yourself is to get Reaper, which is a 'free' DAW which will host effect plugins. And then for the effects themselves, there are plenty of websites that offer free VSTs. www.kvraudio.com is a good database of all effects and instruments, both free and priced.

Any program like Logic or Protools or Cubase or any real-time DAW can do this. Plus what robin said.
