I'm confused, where do you want to insert another theme? It seems you have a good one in the beginning being played back and forth in the band, which you could bring back again in a coda... were you looking to add something in before or after the clarinet cadenza?

Actually in the final movement. i have created some kinda theme but it doesn't quite fit the piece.

Why not base it off the original theme? This is a common technique as it brings in unity through coherence and repetition. It needs to be modified enough so that it is not heard as a direct variation but you can still subconsciously make the connection. It works best when the original theme was good. If it's a bad theme then chances are your derivation will be bad and if it's good then your derivation will be good.

If it is the final movement then generally this sorta acts like a recapitulation in the sonata allegro form but on a higher scale. So even a simple variation of the original theme or even a sort of recapitulation can work well. Of course it should not be exact and should not be heard as a development. In this case using only a slightly modification of the original theme is probably acceptable and good.
