You've multi-posted this kind of thread.

 

I don't understand exactly what you mean. But I've read Schonberg do this thing by using neutral or common chords to loose the bound of previous key so the new key can smoothly be prevail.

Like how would you write transitions between keys. 

Try this out. In C major play C-Am-B7-Em. You have just modulated from C major to E minor by way of the B7 dominant chord which wants to move up a fourth. And the only note foreign to C major is F#. This is a smooth modulation because there is only the one note's difference.
