I seem to be able to start a new topic through the Community page just fine, but I am entirely unable to upload accompanying files, even when I try the "Re upload Media" options. I have tried this using a few web browsers with no luck. Am I doing something incorrectly, or is the forum malfunctioning?

    I disabled attachments in the Uploads forum. Which forum are you trying to attach an attachment to?
