I told you this in the IM, but I'll state it again here. You can use Audacity, an open source free program to do your conversion.

Another option is Switch Sound File Converter. Super easy.

I use a program called Shuangs WAV to MP3 converter

I don't want to split hairs, but there are different encoders implemented in different programs and versions of them. The best MP3 codec is LAME (latest versions are 3.97 and 3.98). The Fraunhofer codec, implemented in -some- versions of Adobe Audition and Steinberg Wavelab (some, since I am not sure which - perhaps older ones), is buggy and in the slower, high-quality mode it performs worse. Don't use this codec. Not to mention that LAME is always better for bitrates above 128 kbps. However, there are newer and better lossy compression formats that are also quite popular, such as OGG Vorbis, and that's what I would prefer.
