It's from Natsuki Chronicles - Mighty Magma Red (Stage 5). There seems to be a rhythmic illusion going on in the first minute of this track where the apparent beats in the beginning turn into offbeats as the track progresses. Very detailed and rare footage documentaries of how they made many classic games, and they always have a segment about the music and audio.
