Hey, I'm wondering how do people become:

1. A Moderator?

2. A Reviewer?

and in addition, is there a chance that people can still try out/apply for those positions?

Whenever they need someone, they (the staff) decide who they feel would be appropriate and offer them positions. They also consider the people they know are interested so be sure to let them know.

When it's time, they'll decide as a group who gets to be a staff member.

In general, anyone who really strongly wants to be one probably shouldn't. ;)
